Existing air-cooled facilities can require substantial investment when retrofitting liquid cooling infrastructure, while coolant-loop management, leak detection, fluid compatibility, corrosion control, and maintenance add operational considerations.

Regional adoption varies across major data center markets

China records a projected CAGR of 21.5% during the forecast period, while India is expected to expand at 26.9%, according to Fact.MR analysis. Germany follows at 21.4%, while France is projected to grow at 22.7%.

The United States is associated with hyperscale data center expansion, AI infrastructure development, and early liquid cooling adoption. Fact.MR identifies Northern Virginia, Dallas, Phoenix, and Silicon Valley as important locations for high-density data center activity.

China's growth is supported by investments in cloud computing, hyperscale facilities, and AI supercomputing clusters. The report specifically identifies Beijing, Shanghai, Guangdong, and Inner Mongolia as areas with concentrated deployment activity.

Modular systems support changing cooling requirements

Modular and scalable CDUs are gaining attention as data centers increase computing capacity in stages. These systems can support new facilities and selected retrofit applications while allowing operators to expand cooling capacity as thermal requirements rise.

The market covers floor-mounted, rack-mounted, in-row, modular or scalable, and standalone or centralized CDUs. Cooling capacities range from up to 50 kW to above 1,000 kW.

Direct liquid cooling, liquid-to-liquid CDUs, and liquid-to-air CDUs are included in the report's distribution-method segmentation. Recent industry developments show suppliers targeting different data center configurations. In September 2025, Johnson Controls, through its Silent-Aire brand, introduced a scalable CDU platform ranging from 500 kW to more than 10 MW for applications including AI factories and edge facilities.

In November 2025, ZutaCore introduced its Waterless End-of-Row CDU series, including 1.2 MW and 2 MW systems using two-phase direct-to-chip cooling with dielectric fluid.

Submer expanded its U.S. operations in February 2024 to support demand for immersion cooling and CDU infrastructure.
